The Settlor declares his political status as an American state national naturalized in New Jersey. Key affirmations include:
Rejection of all foreign allegiances or incorporations.
Acceptance of divine origin and all associated rights and material interests.
Affirmation of lawful inheritance, responsibility, and honor as a State Citizen of (your state)
The method is simple, declare it, get it witnessed and let The Department of State know (always send all administrative documents certified, with signature receipt). Folks often use a DS-11 passport application to communicate their declaration, and with some follow ups, get good ole’ Uncle Sam to accept your declaration PUBLICLY. Our battle is struggle between PUBLIC and PRIVATE administration, and navigators should be reminded that the PRIVATE supercedes the PUBLIC. Obviously, enforcement is in your hands, through choice of laws, and standing in honor.
As far as the purpose for this trust, the trust already establishes the Trustee as an Article IV citizen, this statement here merely enforces it. The instructions on how a U.S. Citizen becomes a national are on the travel.gov website. On the surface it does not appear to be available to U.S. Citizens, but a U.S. Citizen is entitled to all the rights and privileges of the citizens of all the states as per Article IV.

Section 302 of Public Law 94 – 241:
Any person who becomes a citizen of the United States solely by virtue of the provisions in Section 301 [applying to those born in or residing in the Northern Mariana Islands] may within six months after the effective date of that Section or within six months after reaching the age of 18 years, whichever date is later, become a national but not a citizen of the United States by making a declaration under oath before any court established by the Constitution or laws of the United States or any other court of record in the Commonwealth in the form as follows ” I _____ being duly sworn, hereby declare my intention to be a national but not a citizen of the United States.”
